Sir Charles Lewis Tupper
Sir Charles Lewis Tupper (1848–1910) was a British administrator in India and author, serving in the Indian Civil Service with roles including under-secretary in the revenue department, secretary to the Punjab government, and chief secretary. He compiled key works such as 'The Customary Law of the Punjab' (1880) and 'Our Indian Protectorate' (1893), and contributed to the establishment of Punjab University as vice-chancellor in 1900–1901. Knighted as K.C.I.E. in 1903 and C.S.I. in 1897, he presided over the telegraph committee reorganizing India's telegraph department.[5][8]
