Richard M. Scheffler is an American health economist whose work has focused on applying health economics to public policy in the United States and globally. He is a Distinguished Professor Emeritus of Health Economics and Public Policy at the University of California, Berkeley, and has directed the Nicholas C. Petris Center on Health Care Markets and Consumer Welfare.[2][3][7]
