Richard Haass
Richard Nathan Haass (born July 28, 1951) is an American diplomat, author, and foreign policy expert who served as president of the Council on Foreign Relations from 2003 to 2023.[1][2] Previously, he was director of policy planning at the U.S. Department of State under Secretary Colin Powell, U.S. envoy to the Northern Ireland peace process, and held roles in multiple presidential administrations including those of George W. Bush, George H.W. Bush, Ronald Reagan, and Jimmy Carter.[1][3] He is the author or editor of numerous books on American foreign policy, management, and democracy, including the New York Times bestseller The Bill of Obligations.[2][7]
