Raymond L. Garthoff
Raymond L. Garthoff (1929-2024) was an American diplomat, scholar, and author specializing in Soviet military policy, arms control, and U.S.-Soviet relations during the Cold War. He served in the U.S. State Department from 1961 to 1979, including as U.S. Ambassador to Bulgaria (1977-1979), and held positions at the Brookings Institution, RAND Corporation, and universities like George Washington and Johns Hopkins.
