Günther Kaiser
Günther Kaiser (1928-2007) was a prominent German criminologist and jurist who served as co-director of the Max-Planck-Institut für ausländisches und internationales Strafrecht in Freiburg. He founded and led the institute's criminological research group from 1970 onwards and authored influential textbooks on criminology and criminal law enforcement. From 1989 to 1998, he represented Germany on the European Committee for the Prevention of Torture.
