Donna Owens

Donna Owens, born August 24, 1936, in Toledo, Ohio, became the city's first woman mayor in 1983 after serving on the school board and city council.[1] She was reelected in 1985 and 1987, and later became the first woman to chair the State Employment Relations Board.[1][6]
