Declan M. Downey

Declan M. Downey is an Irish academic and historian who lectures in European, Asian, and diplomatic history at University College Dublin. His research focuses on the history of diplomacy and international law, Japanese-European relations, and Irish émigrés in Habsburg Europe, and he has received honors from Austria, Spain, and Japan for his scholarship and cultural work.[1][2][4]
