Charles L Phillips

Charles L. Phillips (1856–1937) was a career officer in the United States Army, serving as a Field Artillery specialist and later joining the Coast Artillery Corps. He was a veteran of the Spanish-American War and World War I, attaining the rank of brigadier general during his service from 1881 to 1920.
