Andrey Taranov

Andrey Taranov appears to be the Ukrainian military and government official Andriy Ivanovych Taranov, who served as deputy head of the Administration of the President of Ukraine from 2014 to 2016. He was a lieutenant general and died in a scooter accident on the Dnipro River in Kyiv in 2016.[4][5]
