In London, criminals are being murdered - following lucrative crimes such as the jewel heist pulled off by Lew Steen. Like all the others, Steen receives a letter requesting a meeting - which must be attended - where the sender will buy the loot. However, the rock-bottom price on offer cannot be refused: those that refuse, die - horribly, from poison gas! Little wonder that the popular press labels their assailant as THE PHANTOM SLAYER. He has to be stopped - but how?
