Bill Randolph, a successful but disillusioned advertising executive, buys a sailboat and sails the Caribbean with a girlfriend. Leaving a bar in Nassau one night, he witnesses a murder, is chased, but eludes the assailant. The assailant tracks him on the high seas determined to kill his girl and him. Bill kills the assassins, sends his girl back home, sails to Freeport and ends up in the middle of organized crime. Being forced to work for the organization or die, Bill meets Madelaine, who explains that the group deals in white slavery and drugs. Together they conspire to bring down the organization, contact the FBI and work undercover. The action starts in the Caribbean, moves to the waters of the southeast coast of Florida, and then follows the shipments of girls to Singapore, Hong Kong and Tokyo. Smitty, the crusty but caring FBI bureau chief in Miami, coordinates operations with other agencies in the U.S. and abroad. Ben VanDermere, a major figure in the crime cartel, swears vengeance on Bill and his girl because they were instrumental in toppling his operations. He harasses them all over the globe until he meets them in Miami to settle the score.
