Focuses on successful strategies for confronting drug trafficking in federally subsidized inner-city housing developments. This study is about the details of drug fighting: the institutional moves that lie below the policy exhortations. It is also about the qualities of mind and spirit that enable some people to operate creatively and successfully in an environment where drug trafficking and its consequences are an ever-present threat. But it is more than this. The author embeds his analysis in the recognition that the current nationwide push to oust drug trafficking is simply the most recent effort to "reclaim the turf" in troubled low-income developments with crime reduction and community-building strategies.
