Dr. Kessler. Thank you very much, Mr. Chairman, and mem bers of the Committee. It is a pleasure to appear before you as we present the 1995 Food and Drug Administration budget proposal.

Mr. Chairman, with your permission, I would like to just preface my remarks with two broad observations about the important con cerns to this Commissioner and the Food and Drug Administration.

My first general point is that fda is highly conscious of and fully committed to its crucial public health role and as promoters of public health we appreciate this nation's enormous investment in high technology, biotechnology, and medical research.
